JAS Law & Certification

        Under the Food Safety Basic Act that took effect in July 2003, it is required to verify the safety and content indication of the products with self-responsibility. The enhanced monitoring under the law will be more severely pursued in the future as seen in the positive lists, and there will be differentiation by consumers and distributions between those who have official certificate or not. It will be more and more important to obtain JAS certification for advantage of customer satisfaction.

        In 1950, the JAS system was introduced as the Agricultural and Forestry Standard Law. It assumed its current status in 1970 with the addition of quality labeling standards system. The JAS System has been reviewed in light, but after some deceptive labeling cases, the JAS system needed to be improved to assure reliable labeling and meet new social demands.

        As of April 1, 2001, all plant based organic products and materials exported to Japan must be compliant with Japanfs Agricultural Standards (JAS), as established by the Japanese Ministry of Agriculture, Forestry & Fisheries (MAFF). They must have an organic JAS mark affixed as it allows consumers to recognize organic foods easily.

        Since 2005 when the JAS regulation was revised, it has been mandatory for an operator, including producer and processor, to obtain JAS organic certification from a registered certifying body by having their operation inspected, otherwise their products cannot claim gYuuki (organic in Japanese)h or gOrganich on crops or processed foods in Japan.
It is not allowed to put organic JAS marks on the products and/or claim organic if the operator is not certified to JAS. An operator that illegally labels products is subject to penalties in line with JAS law.

National organic standards are set as:
Japanese Agricultural Standards (JAS) of Organic plants
JAS of Organic Processed Foods
JAS of Organic Feeds, and
JAS of Organic Livestock

(hereafter called JAS standards).

        JAS standards lay down production/processing methods of organic food. A producer, a manufacturer (processor), a re-packer and an importer have to have an inspection from a registered certification body to evaluate their competence, system, and equipments to produce/process organic food.
